Has the Results Pane Export to Excel with formatting option been deprecated?
I see the Export to Excel option is still there... just not with formatting.

Yes, it didn't really work that well.
You can still access that functionality by exporting to HTML and opening the HTML in Excel. (That's all it ever did, anyway.)

Worked well enough for me. I suspect the HTML method you suggest will likely suffice as well.
