Error: Cannot instantiate type ' '. for my static driver

I'm trying create my own static driver.
now I create test driver and user assembly for it. but when I add this driver with user assembly, I get error : Cannot instantiate type ' '
In file "Log.txt" of path ...AppData\Local\LINQPad\Logs I get this exception

what I can do wrong ? If it needed I can send to you code of my driver and user assembly
