Is "Transfer activations - 6 times a year" based on Calendar?

Let's say if I bought a LINQPad license this Dec. 1st 2018, then I trasfered 6 times on 2018 and can I transfer 6 more times in Jan. 2019?

Or if it's not based on calendar, does it mean that I need to wait until Dec. 2019?
