Latest version of Pomelo.EFCore has updated to 3.1.0

Shouldn't this be fetching latest version automatically?

It's showing the latest version that it's been tested against. I can't assume that the latest version will work without testing, as MS have introduced breaking changes into EF Core updates in the past.
